Saudi Arabia Issues New Rules for Food Trucks, Bans Late-Night Sales

Saudi Minister of Municipalities and Housing, Majed Al-Hogail, has approved new municipal regulations for mobile vending carts and food trucks, introducing measures aimed at enhancing safety and organization within this sector.

Key Provisions of the New Regulations
- Surveillance Cameras: All food trucks and mobile carts must install surveillance cameras inside their vehicles.
- Late-Night Sales Ban: Activities are prohibited after 12:00 AM unless a special 24-hour permit is obtained.
- Restricted Locations:
- Sales are prohibited at traffic lights, intersections, and areas with high traffic density.
- Prohibited zones include locations designated for police, emergency services, and parking for individuals with disabilities.
- Parking near sources of environmental pollutants and in residential neighborhoods is also banned.
- Cooking Restrictions:
- Meals must not be prepared outside the cart.
- If charcoal or firewood is used for cooking, it must be done in a separate cart.
- Prohibition of Tobacco Sales: All types of tobacco products are banned from being sold in food trucks.
- Licensing: Individuals can obtain one license for a mobile cart, trailer, or semi-trailer across the Kingdom. Procedures for issuing, renewing, amending, and canceling licenses will follow the Municipal Licensing Procedures System.

Objectives of the New Regulations
- Regulatory Environment: The new rules aim to regulate the mobile food sector, encourage investment, and simplify requirements for investors.
- Food Safety: The measures are designed to enhance food safety, protect community health, and ensure compliance with standards set by the Saudi Food and Drug Authority.
- Community Health: By regulating mobile food activities, the government aims to improve public health outcomes and ensure safe food practices.
Public Involvement
The draft requirements were made public through the “Istithlaa” platform from May 13-28 to gather feedback before final approval and implementation.
