MoEHE Uncovers Eight Cases of University Degree Forgery in Ongoing Verification Drive

The Ministry of Education and Higher Education (MoEHE) announced the detection of eight forged university and postgraduate degree certificates during a comprehensive review conducted over the past year and the first half of 2025.

This effort aligns with the Ministry’s ongoing mission to uphold the integrity and credibility of Qatar’s academic and professional sectors.

According to a statement provided to Al Sharq, the Director of the University Degree Equivalency Department, Jaber Ahmed Al-Jaber, reported that five cases of forgery were uncovered in 2024, with three additional cases detected in the first half of 2025.

The fraudulent documents included bachelor’s, master’s, and doctoral degrees, predominantly issued by institutions in Arab countries.

Forged academic certificates, as defined by the Ministry, are those that do not correspond to the official records of the issuing institution, either in content or in issuance.

Such documents often involve unauthorized modifications, including additions or deletions, or may constitute entirely fabricated certificates issued without the institution’s knowledge or approval.

Instances ranged from minor falsifications—such as the alteration of a single letter or word—to complete fabrications, in which universities confirmed no record of the individual’s enrollment or graduation.

To ensure the legitimacy of academic qualifications, the Degree Equivalency Department collaborates with official entities, including the Ministry of Foreign Affairs and Qatar’s cultural attachés abroad.

Cases involving suspected forgeries are referred to the Ministry’s Legal Affairs Department for further investigation and legal action when a foreign institution verifies inconsistencies.

The Ministry reiterated that academic fraud constitutes a serious violation of national standards and is treated with zero tolerance. It reaffirmed its dedication to transparency, legal enforcement, and accountability within the educational system.

Furthermore, it urged all individuals and institutions to comply with authentication requirements and to submit only genuine academic credentials.

The recent findings highlight MoEHE’s steadfast efforts to protect the educational landscape in Qatar and to ensure that all recognized degrees adhere to the highest standards of authenticity and academic excellence.
