Qatar Customs Clarifies Procedures Following Seizure of Undeclared Gemstones at HIA

The General Authority of Customs has issued an official statement addressing a recent incident involving the confiscation of gemstones from a traveler at Hamad International Airport, following a complaint submitted by the individual concerned.
According to the Authority, the traveler failed to declare the gemstones in their possession upon entry into the country, as required under national legislation.

The statement referenced the legal framework set forth in Law No. (20) of 2019 on Combating Money Laundering and Terrorism Financing, and the associated implementing regulations issued by Council of Ministers’ Decision No. (41) of 2019.
Under these provisions, all travelers entering or departing Qatar are legally obligated to declare any currency, bearer negotiable instruments, precious metals, or gemstones valued at QAR 50,000 or more—or the equivalent in other currencies—by completing the designated customs declaration form.

The General Authority of Customs clarified that the traveler’s failure to comply with this requirement constitutes a breach of the country’s customs regulations. As a result, the undeclared gemstones were lawfully seized in accordance with established procedures.
Reaffirming its commitment to enforcing the law with full transparency and professionalism, the Authority emphasized its ongoing efforts to ensure the smooth facilitation of travel while upholding national security and regulatory compliance.
It further called on all passengers to familiarize themselves with the relevant laws and declaration requirements to avoid violations that could lead to delays, confiscation of assets, or legal penalties.
The Authority concluded by reiterating the importance of compliance with customs regulations, which play a critical role in safeguarding Qatar’s borders and supporting international efforts to combat financial crimes.
