Fines for Tampering with Electricity Meter Range Between SR 5,000 and SR 100,000

The Saudi Electricity Regulatory Authority has approved new amendments to the regulations governing the detection, proof, and adjudication of violations related to the Electricity Law.
These amendments introduce increased penalties and refined fine assessment mechanisms based on the nature and circumstances of each violation.
Key Penalties for Tampering
- General Fines:
- SR 5,000 for meters with a breaker capacity of 100 amps or less.
- SR 15,000 for breaker capacities between 100 and 150 amps.
- SR 50,000 for capacities between 150 and 400 amps.
- SR 100,000 for capacities exceeding 400 amps.
- Non-Account Holders: If the violator does not own the account for the meter or is not a beneficiary, the fine is set at SR 50,000. This amount can increase if the violation is serious or has been repeated.
Other Notable Violations and Fines
- Failure to Implement Authority’s Directives: SR 20,000.
- Failure to Provide Required Information: Up to SR 100,000.
- Non-compliance with Statutory Deadlines: SR 2,000.
- Failure to Meet Performance Standards: SR 50,000.
- Regulatory Framework Violations (e.g., for solar energy systems, electric vehicle charging): SR 3,000.
Repair Costs and Compensation
The amendments also detail the costs associated with tampering-related repairs:
- Residential Consumption:
- If repairs are needed but no meter replacement is required: SR 250 to SR 1,150.
- If a meter replacement is necessary: SR 1,150 to SR 4,050.
- Non-Residential Consumption:
- Meter replacement required: SR 300 to SR 2,050; if no replacement is needed: SR 1,150 to SR 4,950.
Direct Connections to the Grid
For unauthorized connections to the electricity grid without a meter, fines are as follows:
- Residential Sector: SR 1,300 to SR 17,000.
- Non-Residential Sector: SR 1,700 to SR 33,000.
Enforcement and Compliance
The amendments mandate that service providers must:
- Remove violations and repair any resulting damage.
- Document the procedures and refer violations to the authority for claims on repair costs and lost utility benefits.
- Complete necessary legal procedures related to violations.
