FedEx Secures License to Operate as Foreign Air Carrier in Saudi Arabia

Saudi Arabia’s General Authority of Civil Aviation (GACA) has granted FedEx an economic license to operate as a foreign air carrier, in a move that strengthens the Kingdom’s ambitions to become a global logistics hub.
The announcement was made during the inauguration of FedEx’s new Saudi head office in Riyadh, attended by the Minister of Transport and Logistics Services, GACA President Abdulaziz Al-Duailej, and senior aviation officials.

Boosting cargo capacity
The license allows FedEx to operate 24 dedicated cargo flights per month through Riyadh’s King Khalid International Airport. Since September 2, the carrier has begun direct flights to Riyadh with onward links to GCC countries, enhancing regional and global trade routes.

The Transport and Logistics Strategy aims for Saudi Arabia to handle 4.5 million tonnes of cargo annually by 2030, with FedEx seen as a vital contributor.
Record aviation growth
In the first half of 2025, Saudi aviation recorded:
- 463,800 flights (+4% year-on-year)
- 575,000 tons of cargo handled
- 66.7 million passengers
Regulatory reforms
The license follows reforms introduced in November 2023, which opened ground handling and cargo services to foreign competition.
Coupled with infrastructure like the Riyadh Integrated Special Logistics Zone, the reforms highlight Vision 2030’s drive to position Saudi Arabia as a top-tier logistics hub.
GACA said FedEx’s expansion reflects “confidence in the competitiveness of the Kingdom’s aviation sector, transparency of regulations, and the ambition of Vision 2030.”
