New Draft Regulations Allow Ads Inside Taxis, Set Passenger Safety Rules

The Public Transport Authority (PTA) has unveiled draft regulations to govern public and airport taxi operations, including a new provision allowing in-vehicle advertising.
According to the draft, advertising material or electronic screens may be installed inside taxis, provided they do not distract drivers or compromise passenger safety and comfort.

Passenger Conduct and Driver Rights
The regulations specify nine scenarios in which a driver may refuse service, including:
- Smoking or eating inside the vehicle
- Exceeding the vehicle’s seating capacity
- Passengers not wearing seatbelts
- Aggressive behavior or signs of drug use
- Specifying an unknown destination
- Tampering with vehicle components
- Failing to adhere to public etiquette and manners

Driver Obligations
Taxi drivers are required to maintain:
- Proper fare meter operation from the start of every journey
- Cleanliness and maintenance of the vehicle
- Personal appearance and adherence to the authority’s dress code
- Passenger privacy
- Display of the statement: “If the fare meter is not activated, the journey is considered free”
Pets are permitted in taxis only if kept in cages, and smoking inside the vehicle remains prohibited.
Operational Scope
- Public taxis may operate within their licensed city and transport passengers to other cities.
- Airport taxis may transport passengers from the airport to other cities, governorates, or towns, but return trips from the city to the airport are not permitted.
The PTA has published the draft on the Istitlaa platform for public feedback before finalizing the regulations. Officials emphasized that the rules aim to enhance service quality, passenger safety, and operational transparency.
