Saudi Arabia Launches SR1.5 Billion Estrdad Initiative to Support SMEs

Riyadh, Sept. 1, 2025: Saudi Arabia has launched the second edition of the Estrdad initiative, a government-backed fee refund program worth SR1.5 billion ($400 million) aimed at supporting micro, small, and medium enterprises (MSMEs).

The initiative allows eligible startups to reclaim 10 categories of government fees during their first three years of operation, helping improve sustainability and growth.
Refundable Fees
Among the refundable costs are:
- 80% of the expatriate levy
- Commercial registration fees
- Municipality license fees
- Contract publication costs
- Saudi Post and Chambers of Commerce subscriptions
- Trademark and patent registration fees
- Economic activity licenses

Notably, the addition of patent registration reimbursement in this edition is designed to foster innovation among national enterprises.
Registration and Eligibility
- Registration is open until the end of 2026, with disbursements continuing through 2028.
- To qualify, enterprises must be fully or majority Saudi-owned, meet Saudization requirements, and be less than three years old as of Jan. 1, 2024.
- Each business must have at least one registered employee.
Proven Impact
The first edition of Estrdad, launched in 2018, benefited over 27,000 businesses, supported the creation of 89,000 jobs, and achieved a 75% sustainability rate.
Officials say the initiative underscores Saudi Arabia’s commitment to strengthening entrepreneurship, job creation, and innovation as part of Vision 2030.
