Service Standards

  • Full Table Service: High-end restaurants must provide a complete table service experience, including greeting guests from the entrance to their table.
  • Valet Parking: Offering valet parking is now mandatory.

Operational Guidelines

  • Dress Code: A dress code policy has been introduced to maintain the ambience of luxury dining.
  • Cashier Counters: Visible cashier counters are prohibited to enhance the dining experience.
  • Drive-Thru Ban: Drive-thru services are strictly banned, as the ministry emphasizes that luxury dining revolves around the overall experience, not fast service.

Technology and Amenities

  • Digital Reservations: Restaurants must implement a digital reservation system.
  • Beverage Preparation Stations: Visible beverage preparation stations are required.
  • Complaint Channels: Establishments must maintain a clear channel for submitting complaints.

Menu Requirements

  • Menu Composition: Menus are mandated to feature at least three main categories — appetizers, main courses, and desserts — with no fewer than five items in total.

Additional Standards

  • Health and Safety: Each restaurant must employ a certified food health and safety specialist.
  • Amenities: Coat hangers and bag holders must be provided for guests.
  • Pickup Area: A concealed area for pickup orders from delivery apps must be allocated, ensuring it remains out of sight from guests.

Brand Exclusivity

  • Branch Limitations: Restaurant chains are restricted to one branch per city to preserve exclusivity and brand distinction.
  • Trademark Registration: All fine dining establishments are required to have their brand trademarks registered with the appropriate Saudi authorities to ensure legal protection and enhance recognition locally and globally.
