UAE: How to Settle a ‘Non-Payable’ Traffic Fine

If you’ve received a traffic fine in the UAE marked as ‘non-payable’ or ‘locked,’ you’re not alone. Many drivers face this issue, which often arises from black points associated with a vehicle’s number plate rather than the driver’s licence.

To unlock and settle the fine, you must first transfer both the fine and the associated black points to your driving licence.

Here’s how to navigate the process depending on your emirate:

Abu Dhabi Residents

For those based in Abu Dhabi, the process can be completed easily through the TAMM app. Here’s a step-by-step guide:

  1. Log in with your UAE Pass on the TAMM app.
  2. Your traffic fines will be displayed on the homepage.
  3. Tap on the payment widget and select the fine marked with an orange dot, indicating it is unpayable.
  4. Follow the prompts to transfer the black points to your driving licence.
  5. Complete the verification process using the One-Time Password (OTP) sent to you via SMS.

Once the black points are transferred, you can pay the fine and have the points removed.

Other Emirates

For residents of Sharjah, Ajman, Fujairah, Umm Al Quwain, or Ras Al Khaimah, use the Ministry of Interior (MOI) app:

  1. Log in with your UAE Pass.
  2. Navigate to ‘Services’ and select ‘Register black points.’
  3. Choose the option that applies to your situation, and transfer the black points to your licence.

Dubai Drivers

In Dubai, the process is a bit different. If your fine is issued by the Dubai Roads and Transport Authority (RTA) or Dubai Police, you will need to visit a customer service centre. Bring your Emirates ID and driving licence for assistance.

Key locations include:

  • Dubai Police Traffic Departments: Al Qusais Police Station, Al Barsha, Port Rashid.
  • RTA Customer Happiness Centres: Locations such as Al Barsha and Deira.

For those who prefer not to visit in person, the MOI app can also be used, but you must enter your RTA Number to register the black points.
