UAE Traffic Fines: Who Pays When Car Ownership Isn’t Transferred?

Dubai: A recent inquiry highlights the legal implications for former car owners who have not completed the transfer of vehicle ownership.
A reader sold his car for AED 10,000 but failed to finalize the ownership transfer. Following the sale, he began receiving notifications for traffic fines incurred while his friend used the vehicle.

According to UAE law, until the ownership is officially transferred, the registered owner remains liable for all obligations related to the vehicle, including traffic violations.
This is in line with Article 22 (1) of the Federal Decree-Law No. (14) of 2024 on Traffic Regulation.
The registered owner, in this case, remains responsible for any fines, regardless of who was driving the car.
However, since the reader had a sale contract with his friend, he may pursue legal action to recover the fines incurred during the period his friend used the vehicle.
Legal experts advise that the reader can file a claim against his friend for the financial losses due to the friend’s refusal to pay the fines, emphasizing the importance of completing ownership transfers to avoid such liabilities in the future.
