Key Features of the Draft Regulations

  • Restoration Requirement: Perpetrators of municipal violations must repair any damage and restore the property to its original condition.
  • Appeal Process: Individuals can appeal penalties within 60 days of notification to the competent authority, with further appeals possible to the Board of Grievances within the same timeframe.

1. Public Health Violations

  • Total Violations: 60
  • Fines: Ranging from SR100 to SR20,000
  • Examples:
    • Food waste from homes: SR100
    • Hazardous waste from factories: SR10,000 to SR20,000
    • Improper transportation of temperature-sensitive food: SR2,000 to SR5,000

2. Slaughter and Stray Livestock Violations

  • Total Violations: 5
  • Fines: Ranging from SR100 to SR5,000
  • Examples:
    • Slaughtering prohibited livestock: SR500 to SR1,000
    • Abandoning livestock: SR100

3. Sales Violations

  • Total Violations: 10
  • Fines: Ranging from SR100 to SR10,000
  • Examples:
    • Operating public health-related shops without a license: SR2,000 to SR10,000
    • Refusing to provide an invoice: SR1,000 to SR5,000

4. Building Violations

  • Total Violations: 25
  • Fines: Ranging from SR1,000 to SR30,000
  • Examples:
    • Building without a permit: SR3,000 to SR5,000
    • Encroaching on planning lines: SR5,000 to SR10,000

5. Traffic Violations

  • Total Violations: 23
  • Fines: Ranging from SR200 to SR30,000
  • Examples:
    • Digging without a license: SR10,000 to SR30,000
    • Blocking roads without a permit: SR5,000 to SR10,000
