SR100,000 Fine for Helping Illegal Hajj Activities

The Ministry of Interior has announced significant penalties for individuals who violate regulations regarding Hajj permits, particularly targeting those who facilitate illegal activities for visit visa holders.

Effective from Dhul Qada 1 (April 29) to Dhul Hijjah 14, the following penalties will be enforced:

Key Penalties

  1. Performing Hajj Without a Permit:
    • Individuals caught performing or attempting to perform Hajj without a permit will face a maximum fine of SR20,000.
    • This penalty also applies to holders of all types of visit visas who attempt to enter or remain in Makkah city and the holy sites during this period.
  2. Facilitating Illegal Hajj Activities:
    • A maximum fine of SR100,000 will be imposed on anyone who:
      • Applies for a visit visa for someone who has performed or attempted to perform Hajj without a permit.
      • Transports or attempts to transport visit visa holders to Makkah city and the holy sites.
      • Shelters or attempts to shelter visit visa holders in any accommodations, including hotels, apartments, or private housing.
    • The fine will multiply for each individual involved.
  3. Infiltration Penalties:
    • Individuals who illegally enter Makkah to perform Hajj without a permit will be deported to their home countries and banned from entering the Kingdom for 10 years.
  4. Vehicle Confiscation:
    • Courts will be requested to confiscate land vehicles used to transport visit visa holders to Makkah city and the holy sites during the specified period if owned by the transporter or any accomplices.
