UAE: One-Year Jail and Up to Dh1 Million Fine for Hiring Workers Without Permit

The Ministry of Human Resources and Emiratisation (MOHRE) in the UAE has issued a stern warning to private sector employers regarding the hiring of individuals without valid work permits, including for trial periods. This prohibition extends to domestic workers as well.
In a recent publication, MOHRE emphasized that any employment of individuals without appropriate permits is a violation of UAE Labour Relations Law.

Employers caught hiring undocumented workers face severe penalties, including a minimum prison sentence of one year and fines ranging from Dh200,000 to Dh1 million, as stipulated by the Federal Decree-Law No. 9 of 2022 on Domestic Workers.
To enforce compliance, MOHRE conducts regular inspections in partnership with the Federal Authority for Identity and Citizenship.
Violators may face immediate administrative penalties such as suspension of their labor file and denial of new work permits for domestic workers. Serious cases will be referred to the Public Prosecution.
MOHRE has reiterated the importance of employing only licensed recruitment agencies to ensure compliance with labor laws and to protect both workers and employers.
The ministry has implemented recent legislative changes to enhance worker protections, including extending the probation period for domestic workers and establishing mandatory financial guarantees from recruitment agencies.
Additionally, MOHRE offers flexible work permits for various employment categories, allowing businesses to legally hire part-time workers and juveniles aged 15 to 18 under specific conditions.
The ministry remains committed to regulating employment practices to safeguard the rights of all parties involved.
