“The Saudi capital is rapidly transforming into a dynamic destination for global wealth—strategically diversifying its economy away from oil dependence and evolving into a powerhouse for finance, culture and lifestyle,” notes Knight Frank.
This transformation is visible in every sphere—new office towers, large-scale infrastructure, housing, retail, and entertainment destinations—each designed to accelerate Riyadh’s global appeal.

Driving Employment and Business Activity
The momentum is already showing up in the labor market. In Q4-2024, Saudi Arabia’s unemployment rate fell to a record low of 7%, supported by Riyadh’s ability to attract both domestic and international businesses.
In the same quarter, the Kingdom issued over 160,000 new business licenses, a 67% year-on-year surge, bringing the total registered entities past 1.6 million.
The Regional Headquarters Boom
A key driver has been the Regional Headquarters Programme, which has already surpassed its 2030 target, securing commitments from around 600 international companies.
Global corporations including Bechtel, Northern Trust, and PwC have pledged to establish regional bases in Riyadh, underscoring the city’s rising influence.
This demand has pushed Grade-A office vacancy rates down to just 2%, while prime office rents jumped 23% in the past year and a staggering 84% since Q1-2020. By 2027, Riyadh’s office stock is set to grow from 5.5 million sqm to 9.8 million sqm, reflecting the pace of transformation.
Infrastructure to Match Ambition
Riyadh’s rapid evolution is being matched by equally ambitious infrastructure upgrades.
- King Khalid International Airport is undergoing a major expansion and currently connects to 113 destinations worldwide.
- The Riyadh Metro and bus network are reshaping urban mobility.
- Mega-projects such as the 220-kilometre Sports Boulevard are redefining the city’s lifestyle offering.
These initiatives are attracting a new wave of expatriates, entrepreneurs, and families, making Riyadh a more globally competitive city.
