Saudi Arabia: Fine of Up to SR 100,000 for Facilitating Unauthorized Hajj Pilgrims

The Ministry of Interior in Saudi Arabia has announced that individuals who request a visit visa for someone attempting to perform Hajj without an official permit will face fines of up to SR 100,000.

- Applicable Dates: The penalties apply from the first day of Dhul Qa’dah through the fourteenth day of Dhul-Hijjah.
- Multiplying Fines: Fines will increase based on the number of individuals for whom unauthorized visas are issued.
Recent Enforcement Actions
- Arrests: Authorities have arrested 12 individuals—seven expatriates and five Saudi nationals—at Mecca’s entry points for transporting 33 unauthorized pilgrims without valid permits.
- Potential Penalties: Seasonal administrative committees may impose prison sentences, fines up to SR 100,000, public disclosure of violators’ identities, deportation for non-Saudis, and a 10-year ban on re-entry.

Additional Fines
- Individuals attempting to perform Hajj without authorization face fines of up to SR 20,000.
- Holders of visit visas (including tourism, family, and business categories) are strictly prohibited from performing Hajj.
Reporting Violations
The Ministry urges the public to report any violations by calling 911 in Mecca, Medina, Riyadh, and the Eastern Province, or 999 elsewhere in the Kingdom.
