Hajj 2025: Key Travel Requirements for UAE Pilgrims

As Hajj 2025 approaches, those in the UAE preparing to embark on this spiritual voyage must navigate a series of essential requirements to ensure a safe and fulfilling experience.

For Emirati Citizens: A Streamlined Process
Mohammed Khaloof, Director of the Al-Ridwan Hajj and Umrah Campaign, highlights the two-stage process for UAE nationals. With a quota of 6,228 pilgrims, registration took place in late 2024.
Now, pilgrims are in the process of selecting a licensed Hajj campaign under the supervision of the General Authority of Islamic Affairs and Endowments (GAIAE).
“The General Authority of Islamic Affairs and Endowments assists pilgrims at every step to ensure all procedures are smoothly completed,” says Khaloof.
The GAIAE provides comprehensive services, including religious guidance, free healthcare, emergency response, and quality inspections of accommodations.
Key Documents for Travel:
- Valid Hajj permit
- Passport valid for at least six months
- Return travel ticket
- Vaccination certificates
For Non-Emirati Residents: Navigating the Options
Since 2017-2018, Hajj permits have been limited to UAE citizens. Expatriates residing in the UAE must apply for Hajj from their home countries.
However, for expatriates residing in GCC countries, the Saudi Ministry of Hajj has launched the Nusuk platform and mobile app, offering a convenient way to register and apply for a Hajj permit. The process involves uploading required documents and proof of vaccination.
The Vital Role of Vaccinations
Given the massive scale of Hajj, public health is paramount. Vaccinations are not merely recommended; they are essential for all pilgrims.
The World Health Organisation (WHO) and the Saudi Ministry of Health emphasize their importance in preventing the spread of infectious diseases.
Emirates Health Services (EHS) Taking Action
Highlighting the importance of vaccinations, the Emirates Health Services (EHS) urges all intending pilgrims to receive the required and recommended vaccines in a timely manner.
EHS has designated 52 health centers across the UAE to provide vaccinations and conduct medical assessments, ensuring pilgrims are fit for the journey.
Mandatory Vaccinations:
- Meningococcal vaccine
- Seasonal influenza vaccine
- COVID-19 vaccine (for high-risk groups)

Recommended Vaccinations:
- COVID-19 vaccine (for all pilgrims)
- Pneumococcal vaccine (for those aged 65 and above, or 19+ with chronic conditions)
Timing and Certification:
EHS advises that all required vaccinations should be administered at least 10 days before travel. Pilgrims must present a certificate confirming they have received the necessary vaccinations, issued no more than three years prior and at least ten days before arrival in Saudi Arabia.
