The ministry emphasized that entry must be secured through an official Hajj visa issued by the appropriate Saudi authorities.

Official Visa Arrangements

Visas can be arranged through Hajj affairs offices located in 80 countries or via the Nusuk Hajj platform, which is designated for pilgrims from over 126 countries and allows for direct booking.

The ministry clarified that the only approved channels for domestic pilgrims—citizens and residents within the Kingdom—are the electronic portal on its website masar.nusuk.sa and the Nusuk app.

Caution Against Misleading Information

The ministry cautioned that any information or offers shared through unofficial channels are misleading and do not represent the ministry or relevant authorities.

It urged the public to verify information and be vigilant against false advertisements or fraudulent Hajj offers.

To assist pilgrims, the ministry provides 24-hour multilingual support through Guest Care Centers.

The Directorate of Public Security has announced that, effective April 23, expatriates without an official permit are prohibited from entering Makkah.

Exemptions

Residents who hold one of the following documents are exempt from this ban:

• Work Permit
• Residency Permit (Iqama) issued in Makkah
• Hajj Permit

Expatriates without the required permits will be turned back at security checkpoints located at Makkah’s entry points.

Purpose of the Regulation

This enforcement aims to:

• Regulate access to Makkah during the Hajj season.
• Ensure the smooth movement and security of pilgrims.

Permit Acquisition

Permits for entering Makkah during the Hajj season can be obtained electronically through:

• Absher Individuals platform
• Muqeem portal
• Coordination with the unified digital platform for Hajj permits, Tasreeh

Additional Warnings

The Ministry of Interior has reiterated that it is prohibited for holders of all types of visas—except for those with a Hajj visa—to enter or stay in Makkah. This regulation will take effect starting April 29.

Purpose of the Visit

This visit is conducted at the invitation of the Ministry of Islamic Affairs, in consultation with President Dr. Mohamed Muizzu.

During his stay, Sheikh Dr. Al-Budair is scheduled to:

• Pay a courtesy call on President Dr. Mohamed Muizzu.

• Interact with Maldivian religious scholars.

Sheikh Dr. Al-Budair will lead several prayer services during his visit:
